강풍이 부른 재앙: 영덕 산불, 역대급 피해와 계속되는 위협

2025년 3월 27일, 영덕군 소속 68세 산불감시원 신모씨의 사망 소식이 전해졌습니다. 신씨는 3월 25일 의성 산불 현장에 지원을 나갔다가 귀가하던 중 비극적인 최후를 맞았습니다. 의성 산불 진화 작업을 마치고 영덕으로 돌아오던 그는 초속 25m에 달하는 강풍이 불어닥친 시각에 7번 국도가 통제되자 우회로를 택했다가 불길에 휩싸인 것으로 추정됩니다.

"신씨가 7번 국도에 진입할 때인 25일 오후 8시 40분쯤 순간 초속 25m 강풍이 불어 불티가 사방팔방으로 날아다닐 때였습니다. 국도가 통제되자 우회하려고 영덕읍 매정리 방향으로 틀었는데 오후 8시 50분쯤 차량에 불이 난 것 같습니다."

영덕군 관계자의 설명처럼, 신씨의 차량 화재 발생 시점은 매정2리의 요양원에서 대피하던 입소자들의 차량에 불이 나 3명이 사망했던 시각과 거의 일치합니다. 강풍으로 인해 불티가 순식간에 도로를 덮쳤고, 탈출구를 찾지 못한 신씨는 결국 귀중한 생명을 잃었습니다.

신씨의 사망으로 영덕 산불 사망자는 총 9명으로 늘어났으며, 의성에서 시작된 이번 산불로 인한 전체 사망자 수는 헬기 추락 조종사를 포함하여 23명에 달합니다. 지역별로는 영덕 9명, 영양 6명, 안동 4명, 청송 3명 등으로 분류됩니다.

역대 최악의 산불: 그 끝나지 않는 확산

이번 산불의 피해 규모는 가히 충격적입니다. 산불 영향 구역이 3만 3천 헥타르까지 확대되어, 2000년 동해안 산불을 넘어 역대 최악의 산불로 기록될 전망입니다. 영덕군만 보더라도 전체 면적의 27%에 해당하는 약 2만 헥타르가 피해를 입었습니다.

재산 피해 역시 막대합니다. 주택과 창고 등 2,500여 동이 완전히 전소되었으며, 영덕군에서만 주택 924채, 버스 1대, 승용차 2대, 어선 7척이 소실되었습니다. 지역 주민들의 생계 수단이었던 양식장까지 피해를 입어 복구 후에도 생활 재건에 상당한 시간이 걸릴 것으로 보입니다.

Disaster Called by Strong Winds: Yeongdeok Forest Fire, Record-breaking Damage and Continuing Threats

A nightmare has arrived in what should be the season of spring breezes. In March 2025, the forest fire that engulfed northern Gyeongbuk province has expanded from a natural disaster to a national tragedy. The flames that started in Uiseong, carried by strong winds, have devoured the northern Gyeongbuk region including Yeongdeok, Yeongyang, Andong, and Cheongsong, likely to be recorded as the worst forest fire in history. Most heartbreaking are the growing casualties and the despair of residents who have lost their homes.

Another Tragic Sacrifice: A Forest Fire Watchman's Final Journey Home

On March 27, 2025, news broke of the death of a 68-year-old forest fire watchman employed by Yeongdeok County. He met a tragic end while returning home after supporting firefighting efforts in Uiseong on March 25. After finishing fire suppression work in Uiseong and returning to Yeongdeok, he is believed to have been engulfed in flames after taking a detour when National Highway 7 was closed during winds reaching speeds of 25 meters per second.

"Around 8:40 PM on the 25th, when he was entering National Highway 7, sudden winds of 25 meters per second were blowing embers in all directions. When the highway was blocked, he turned toward Majeong-ri in Yeongdeok-eup to take a detour, and it seems his vehicle caught fire around 8:50 PM."

As a Yeongdeok County official explained, the time of the fire in his vehicle coincides almost exactly with when three nursing home residents died when their evacuation vehicle caught fire in Majeong 2-ri. Embers rapidly covered the road due to strong winds, and unable to find an escape route, he ultimately lost his precious life.

With his death, the number of casualties from the Yeongdeok forest fire has risen to 9, and the total death toll from this fire that started in Uiseong has reached 23, including a helicopter pilot who crashed. By region, there are 9 deaths in Yeongdeok, 6 in Yeongyang, 4 in Andong, and 3 in Cheongsong.

The Worst Forest Fire in History: Its Unending Spread

The scale of damage from this forest fire is truly shocking. The affected area has expanded to 33,000 hectares, expected to surpass the 2000 East Coast forest fire as the worst in history. In Yeongdeok County alone, about 20,000 hectares, equivalent to 27% of its total area, have been damaged.

Property damage is also enormous. About 2,500 buildings including homes and warehouses have been completely destroyed, and in Yeongdeok County alone, 924 houses, 1 bus, 2 cars, and 7 fishing boats have been lost. Even fish farms, which were the livelihood of local residents, have been damaged, suggesting that rebuilding lives will take considerable time even after recovery.

Difficulties in Firefighting: Why the Flames Continue

Efforts to contain the forest fire continue, but the containment rate remains low. Yeongdeok and Yeongyang counties remain at around 10%, while Uiseong and Andong have barely exceeded 50%. Despite deploying 80 firefighting helicopters and 4,900 firefighting personnel to five cities and counties in northern Gyeongsang Province, firefighting operations are struggling due to the extensive fire zone and continuing strong winds.

There is news of rain on March 27, but with expected precipitation of only about 1mm, it is not expected to significantly help with fire suppression. Under unfavorable weather conditions, firefighting personnel are maintaining a 24-hour emergency system and doing their utmost to prevent further spread.

Government Response and Future Outlook

Prime Minister Han Duck-soo has urgently directed the acting Minister of the Interior and Safety to stay in Sangju, Gyeongbuk Province, to take care of the displaced residents. The government is considering declaring a special disaster area in accordance with the Disaster and Safety Management Framework Act and is working on measures to support recovery and assist victims.

Forest fire experts point out that this forest fire is closely related to extreme weather phenomena caused by climate change.
